David Layne, ASA, owns Layne Consulting Services in New York Mills, New York. Previously, and for over 30 years, he worked for the New York State Department of Transportation in its Real Estate Division. In his last position at DOT, he was the Director of the Department’s Property Management Bureau.
Dave holds an ASA designation with the American Society of Appraisers, an IAO designation with the Institute of Assessing Officers, and an SR/WA designation from the International Right of Way Association. He is a New York state certified general real estate appraiser. Dave's specialty is as a real property review appraiser in New York state with Uniform Standards of Professional Appraisal Practice (USPAP), Eminent Domain Procedure Law (EDPL), and Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act) compliance.
He is a past Chair of The Appraisal Foundation’s Board of Trustees and an AQB Certified USPAP Instructor.
He has several degrees and certifications in diverse fields including history (degree), business (degree), adult education (degree), teaching English as a foreign language (certification), and creative writing (certification).
