Douglas Phethean ASA, PE, MBA

Mr. Phethean is President of the DLP Group, Inc. and has extensive experience in planning, rates, appraisals and valuation work, commercial policy aspects and technical studies involving power generation and transmission supply and retail consumption. He is responsible for the review and analysis of power markets, including pricing of generation and transmission services and expansion, and developing regulatory frameworks to promote these projects. He is also responsible for project development, asset acquisition and evaluating new business opportunities. He performs technical and financial feasibility analysis of acquisitions, development projects, construction funding, capital expenditures and improvement programs for utility type properties. Mr. Phethean performs economic and valuation studies of investor-owned and privately owned utility facilities for financing, acquisition and operational decisions and transactions. Mr. Phethean has experience in developing market value for various utility projects for a multitude of purposes, including: the acquisition of utility properties for financing of a single property or entire utility system; settling accounting and tax issues such as asset classification and insolvency or impairment issues; providing replacement value for insurance purposes; establishing property records; and determining equity value used to support the financing of system improvements.

He is an Accredited Senior Appraiser (Machinery & Equipment - Public Utilities). Mr. Phethean is a Registered Professional Engineer and is a Certified Energy Manager. Mr. Phethean holds a MBA from Syracuse University, a Master’s of Science in Electric Power Engineering and a Master’s of Science in Operations & Statistics from Rensselaer Polytechnic Institute and a Bachelor’s degree in electrical engineering technology from the State University College of New York at Buffalo.
