Luis A. Rodriguez joined the CostQuest Associates, a global leader in telecommunication oriented economic modeling and analysis, in March of 2010 as the Senior Analyst for Economic Models & Ad Valorem Tax. In this role, Luis coordinates and implements various information systems and services which deliver comprehensive solutions to complicated business challenges. Performing relatively complex database activities across various platforms and environments, Luis is a key point of contact for extracting, analyzing and communicating (verbally through presentation or via executive summary) the tax and economic data related to specific project requests. The solutions developed reflect the highly specific needs of telecommunication businesses, including the impact of financial, ad valorem tax, and regulatory environments. Typically, the outcome is a robust, efficient, and customized model that can be counted on to meet current/future enterprise needs. Utilizing CostQuest tools, Luis brings research capabilities, knowledge, business savvy and regulatory experience, to solutions that are economic, efficient, and ensure clientele professional successes.

Before joining CostQuest, Luis developed much of his telecommunications management experience during his tenure as Manager of Policy and Research at the Cellular Telecommunications & Internet Association (CTIA).  There he assisted in pioneering industry benchmark reports such as the Wireless Industry Indices Report and the Small Operators Marketplace Report. Luis was also accountable for accurately capturing technical data on an aggregate basis for the entire wireless industry, via a semi-annual survey and reporting on such data findings to executive management and members alike. Post CTIA, Luis garnered professional experience in the financial industry as the Director of Research, for the Portfolio Surveillance Group at Ciena Capital.  At this financial services company committed to serving the long-term capital needs of small businesses, professionals, and investors alike, Luis learned the importance of accurate and honest financial modeling and forecasting.  His accomplishments there included an accurate aggregation of financial data on the company’s 4.2-billion-dollar loan portfolio. This information was then summarized and presented to management via Industry Analysis Reports, which contained economic industry outlooks, regional forecasts, and a summary of the portfolio in specific industry markets. Luis also provided authoritative information and analysis on the economic implications of proposed policies, legislation, and initiatives that directly affected the participation of small businesses in SBA programs. Additionally, in his capacity as the Director of Research, Luis was responsible for providing the appropriate training and development of new analyst and made sure that the company’s business model, functional data design, and technical architecture were consistently implemented within the portfolio surveillance department he headed.  Much of this training involvement proved to be invaluable as Luis moved on, further rounding his IT experience becoming the full-time Senior Research and Business Systems Analyst, for Euclid Technology, Inc. an influential provider of software solutions for associations and member-based organizations worldwide. In that role Luis worked closely with clients to understand their business environment, define business processes, and translate these requirements into software system prerequisites.  He then configured and implemented the new systems.  

Thanks to an extensive academic and professional background in both information technology and finance, Luis has been able to seamlessly implement new software, conduct high level industry research and provide financial modeling at an executive management level to support both short and long term strategic planning. His education and on-the-job experience (especially) have shaped much of his character and work ethic.  Inasmuch, Luis has the ability to comprehend new information quickly, develop innovative ways to accomplish objectives accurately, and works well as a team member to accomplish overall company goals. He brings to the table a strong professional integrity, customer focus, interpersonal skills, and broad-based research, finance, telecom experience.
