Mark Rodriguez, ASA MRICS is a valuation professional with over 30 years of experience in domestic and international appraisal, valuation consulting, construction project management, and engineering.  He is the Founder and Managing Partner of MR Valuation Consulting, LLC (MRV Consulting).  Mr. Rodriguez is an Accredited Senior Appraiser in Machinery and Technical Specialties with the American Society of Appraisers and a Chartered Valuation Surveyor and Professional Member of the Royal Institution of Chartered Surveyors.  He holds a Master’s degree in Management and a Bachelor’s degree in Mechanical Engineering.

 

Mr. Rodriguez has been formally recognized by the American Society of Appraisers for his leadership and contributions to the profession, having served as President (2004-2005) and Vice President (2003-2004) of ASA’s Northern New Jersey Chapter No. 073.

 

His practice focuses on serving electricity, gas, water, and wastewater utility clients, including domestic and international independent power producers.  He has performed extensive valuation work for a wide array of utility and energy infrastructure, including electric generating plants, electrical and gas transmission and distribution systems, and water and wastewater utility systems.

 

A notable example of his leadership and expertise is his appointment as the independent third valuation commissioner in the Illinois American Water v. City of Peoria matter.  Mr. Rodriguez was selected through a competitive, nationwide interview process that included candidates from major international consulting and accounting firms.  His unanimous selection reflects both his technical credibility and his reputation for independence and integrity.

 

In another significant engagement, Mr. Rodriguez was granted power of attorney by a court-appointed Receiver during the bankruptcy of the Highwood Generating Station.  He successfully negotiated and resolved property tax disputes between Southern Montana Electric Generation & Transmission Cooperative and the Montana Department of Revenue, achieving a substantial reduction in tax liabilities.

 

Throughout his career, Mr. Rodriguez has conducted valuation and consulting engagements involving over 1,000 power generation facilities, including biogas, biomass, CCGT, coal, geothermal, hydroelectric, natural gas, nuclear, oil, petroleum coke, solar, solid waste, steam, and wind assets, totaling more than 300,000 MW of generating capacity.

 

His valuation experience spans public utilities, independent power producers, complex manufacturing and industrial facilities, commercial real estate, casinos, and multifamily housing.  His assignments support a wide range of purposes, including appraisals, market valuations, purchase price allocations, cost segregation studies, inventory appraisals, litigation support, eminent domain, project finance, transactional pricing for taxation and management reporting purposes, property tax, transfer tax, acquisitions, divestitures, insurance, due diligence, non-cash charitable contributions, and useful life analyses.

 

Mr. Rodriguez has conducted valuations in compliance with US GAAP (including ASC 805, 350, 360, and 410), International Financial Reporting Standards (IFRS), and International Valuation Standards (IVS).  His work frequently involves the valuation of tangible and intangible assets, goodwill, and useful life analysis, often requiring sophisticated financial, statistical, and economic modeling.

 

He has led numerous engagements involving the valuation of intangible assets such as power purchase agreements, contracts, transitional agreements, mineral rights, water rights, emissions credits, trade names, computer software, workforce-in-place, and going concern value.

 

Mr. Rodriguez has extensive expert witness experience, having testified in venues including the Supreme Court of the State of New York, Michigan Tax Tribunal, Massachusetts Department of Public Utilities, Massachusetts Appellate Tax Board, Superior Courts of Connecticut and Georgia, Maine State Board of Property Tax Review, Minnesota Tax Court, New Jersey Superior Court, Commonwealth of Virginia State Corporation Commission, and multiple county boards in Illinois and Montana.

 

Before founding MRV Consulting, Mr. Rodriguez was a Senior Manager at Deloitte, based in the World Financial Center in New York.  At Deloitte, he established and led the firm’s valuation practice for independent power and public utilities, completing assignments across North America, South America, and Europe.  His earlier career also includes engineering and construction experience with Dick Corporation, where he worked on the design and construction of several power generation, industrial, and commercial facilities.
