VALUATION PROFESSIONAL QUALIFICATIONS AND EXPERIENCE
Steven N. Siegler, ASA, FRICS, is a founder and the Executive Managing Director of Equity Development Systems, Ltd. (EDS). Established in 1986, EDS is a global Valuation, Receivership, Distressed-Asset Management and Disposition, and Private-Equity Investment Firm. Steven is an internationally recognized and accredited appraiser, appraisal expert witness, and valuation-related Alternative Dispute Resolution (ADR) mediator/umpire.
Mr. Siegler is a Super Appraiser® Elite-Rated member of the peer-voted Super Appraisers® Global Network of internationally recognized valuation luminaries. He is most often engaged in providing appraisal reviews, appraisal expert-witness testimony and litigation-support services to attorneys and law firms worldwide. He has personally prevailed in billions of dollars at issue as an appraisal expert witness in state and federal courtrooms—civil and criminal, at international tribunals, and in Alternative Dispute Resolution arbitration/mediation in some of the world’s most complex—important—high-profile—and valuable valuation-related cases.
Steven is an Accredited Senior Appraiser and was honored to serve as the founding International Chairman of the Appraisal Review and Management Discipline of Valuation of the American Society of Appraisers (ASA) from 2002 - 2011. The ASA is an international organization of appraisal professionals and the oldest and only major appraisal organization representing all of the disciplines of appraisal specialists. As Chairman, Steven directed the development of the Appraisal Review and Management (ARM) discipline, co-authored its Principles of Valuation series of courses, and served on numerous executive committees of the ASA.
Additionally, Mr. Siegler is an accredited member of the College of Fellows with the designation of FRICS of the Royal Institution of Chartered Surveyors (RICS). RICS, with headquarters in London, is the leading organization of its kind in the world for more than 100,000 qualified professionals in commercial and residential valuation, development, construction and project management, brokerage, planning, and finance. Steven is the only RICS-accredited expert witness in the United States of America—and all of the Western Hemisphere—and he is one of only a handful of such expert witnesses in the world holding the much-coveted RICS Expert Witness Accreditation Service (EWAS) and Dispute Resolution Service (DRS) Certifications.
Mr. Siegler pioneered the appraisal review profession—the cornerstone of appraisal expert-witness testimony—and directed the development, writing, and implementation of the appraisal review standards and guidelines and best practices taught to and in use today by professional valuers, legal experts, and government agencies throughout the world.
When, as part of Dodd-Frank, the Federal Deposit Insurance Corporation (FDIC), acting for and on behalf of the U.S. Federal Reserve and all inter-agency regulators, sought the appraisal expertise to develop, implement, and monitor the new National Appraisal Ordering and Appraisal Review Protocols for the United States and all U.S. territories, it came to Mr. Siegler.
Steven holds TS Clearance with the U.S. Government and is uniquely qualified to practice before U.S. Government agencies in national-security related and in other sensitive state matters.
Mr. Siegler is distinguished by the United States Environmental Protection Agency (USEPA) for his award-winning Court-Appointed Fiduciary and valuation work for client-secured creditors in connection with the foreclosure and disposition of environmentally impaired real and moveable property. The USEPA recognizes Mr. Siegler as the only Court-Appointed Receiver/Fiduciary in the United States that is allowed to conduct such services on active Superfund Sites.
Mr. Siegler served as a member of the Board of Directors of CHEMFIX, an NYSE publicly traded company and INC. Magazines then the nation's fastest-growing company. He was a founder and the largest shareholder of U.S. RealTel, a NYSE publicly traded industry-pioneering global cell-tower owner and lessor. Steven also co-founded shale oil industry pioneer Synthetic Oil Corporation, the then second-largest holder of oil shale reserves in the US—second only to Dr. Armand Hammer and his Occidental Petroleum. Steven is a co-founder of Safe Haven Enterprise, the world's largest manufacturer of Fire & Blast Resistant modular buildings, and he is the owner of the Port of Slidell, a major intermodal port and shipyard in metropolitan New Orleans. Steven advises and champions the advancement and accreditation of women-owned businesses worldwide through the Women's Business Enterprise National Council (WBENC).

October 23, 2023 — A federal jury in Atlanta, Georgia, has delivered a resounding verdict of acquittal for Clay Weibel, who was facing a litany of charges related to his alleged involvement in a billion-dollar syndicated conservation easement tax scheme spanning nearly two decades. The successful defense was orchestrated by internationally renowned Appraisal Expert Witnesses Steven N.
